I prefer to combine skills with specialization, that way I can complement both ideas.
Skills:
I like the idea of a mage that combining the elements he/she poses he/she get a much powerful skill. I was thinking, for example, when you launch a water elemental skill the target gets a debuff that means the player is wet, and when you combine that debuff with fire elemental skill the wet debuff disappear and the water evaporate and the player gets a stackable damage over time steam debuff. And combining water with air the enemy becomes frozen or chill. Combining water with lightning, the lightning spell deal more damage or lightning spell become AoE because the floor is wet or the player conduct electricity to another target so the lightning jumps to another enemy.
Considering previous idea I think mage should have skills for every type of element in the game and combine them to get better results. Also, mages must have smart control resources to control the combat being a ranged class that with 2 hits is dead, so he/she must have resources to be able to continue in battle without dying.
Specialization:
Considering skills idea I thing would be better to have a specialization per element or type of damage (DoT or Hit damage).
In terms of roles I think mage should be only DPS, because I see much more viable a witch or necromancer tanking, and a druid and priest healing. Maybe a healer mage could be, with water element spells, but I don't like the idea of a mage tanking.
