I must say seasonal Raids are indeed a cool idea. The circus raid and the Halloween Train Raid would be a nice thing to look forward to.
What I liked most about your ideas is the good and bad list for the Christmas event and I will personally alert the Game Designers to think about it. That is a very good mechanic to battle the toxic people and the gankers.

There will also be no min/max mentality or peer pressure as a result. Players who are out for min/maxing will be looking for their equal with whom you normally have no contact unless you play at such a level. Min/maxers make up just 5-10% of an MMO. No one is forced to play faster or slower by a rating system. If you behave in a toxic or insulting way or whatever, you will get a negative rating, whether you are a pro player, a min/maxer or a casual player.
In World of Warcraft, 60% would walk around with a negative rating. In League of Legends about 80% and in CSGO probably everyone would.

Your arbitrary imaginary numbers are irrelevant. Again...I would argue that there is no such thing as "toxic" players. Especially in a PvP MMO (or game since you mentioned CSGO). 5. What you refer to as "toxic" behavior in chat we used to call "Trolls". Trolls are fun. Trolls drive community and create relationships. A stale chat with no fun is a dead chat with no real interaction. People need people to dislike, to argue with, to drive them to greater things,

All the things you listed are usually correct. But are they also a contradiction and do you think they justify the toxic players? Toxic players do not belong in a game, and you have to set limits for these players. A good MMO only works with mutual respect for all types of players. Or do you think it's funny when 5 high-end players farm and kill a newcomer for about 30 minutes just because he's new to the game? I have been playing MMOs for over 10 years and various other games, trolls, gankers and toxic players are, were and will always be a problem. You can't deny that in 2023. Or in a group, Dungeon for example. The group is not fast enough and a player leaves, so ratings are absolutely justified. There are hundreds of examples.

I think you don't understand, or don't want to understand. A rating system will not dictate to any player.
No player is told how to play. Everyone can play, do and leave what they want.
However, if other players feel attacked or are constantly being farmed by much stronger players, it is simply unsportsmanlike conduct. How would you like it if 5 max lvl players farmed you and then made fun of you? Or how would you like it if you just want to play a few dungeons after work and someone keeps leaving the dungeon because it's not fast enough or whatever?

I read a slight toxic mentality from your text. A rating system is of course a red flag for toxic players and they will always try to make it suit them. Be friendly, helpful, don't insult your fellow players, don't flame, if the dungeon doesn't go according to plan, stay calm and help your group. If none of this is for you, then find a group or guild that suits you and everyone will be happy. But if you run with other players outside your group or guild, you should know how to behave.
Another little fun fact, if Blizzard wasn't so money hungry and the GM's were doing their job 65% would be permabanned in WoW.
In Final Fantasy 14 there are GM's who stand around randomly in the world and read along. As soon as someone becomes abusive or makes toxic statements, you are teleported and end up in the GM prison, so to speak, and you have to tell them why you made these statements and you are warned.
In addition, there are many games that have simply been ruined by trolls and toxic players. Even World of Warcraft has already lost several million players. No matter who you ask, the answer is: it's become far too toxic, it's no fun anymore.
I guess people calling out family members for the filth of the street is just a fun community experience 🤣
People actively making others miserable should not be condoned. That makes people turn away from a toxic environment --> toxicity. If there is a way to keep the community happy and engaged, it should exist. It would be a shame if a playerbase started dying because only bullies reman.
