Bueno, desde mi punto de vista creo que es algo que los jugadores ya hacen sin necesidad de un titulo como "mercenarios" invitando a unirse al contenido a jugadores ajenos a la hermandad, donde la recompensa que estos "mercenarios" reciben es en sí, tener la oportunidad de completar el contenido, por lo que pienso que hacer un sistema en el que la hermandad ademas debe de pagarles una recompensa es un sistema que puede que los jugadores terminen ignorando para simplemente invitarlos por medio de chat.
Sin embargo creo que esta idea puede moldearse un poco y transformarse en un sistema interesante, quiza algo como un sistema de busqueda de grupos, como el siguiente https://www.scarsofhonor.com/community/post/21/dungeon-finder por parte del jugador JODA, lo cual podria aplicarse perfectamente a ésta idea, donde un grupo de raid ya sea de gente al azar o conformada por una hermandad, a la cual le falte gente poderia buscar en éste sistema a personas que busquen hacer el mismo contenido, o bien, ellos mismos crear un grupo donde se reclute y la gente pueda enviar su solicitud.
Esto podria ser algo similar a la funcion de busqueda de grupos para Mazmorras Miticas+ en World of Warcraft.

However I think this idea can be shaped a bit and turned into an interesting system, maybe something like a party finder system, like the following https://www.scarsofhonor.com/community/post/21/dungeon-finder by part of the JODA player, which could be perfectly applied to this idea, where a raid group of either random people or made up of a brotherhood, which lacks people, could search on this system for people looking to do the same content , or, they themselves create a group where they recruit and people can send their request.
This could be something similar to the group search feature for Mythic+ Dungeons in World of Warcraft.

When I thought of mercenaries, I ended up imagining something like a faction. The mercenaries faction could be something like the brotherhood you mentioned.
