Wpvp it's one of the most important things in the open world but some people just wants to be a bandit and not a hero, please let us choose a third faction flag "in a NPC" for Wpvp, if we are flagged we can kill every player in the game no matters the faction. This tool would make the Wpvp very interesting and it will create a "lore" in the Wpvp of the game, the land is not a safe place, take care of the bandits.
It you're going to introduce warmode on/off, mercenaries can still kill you. I know that some people does not like warmode but hey brother this a war!

oh yes, there was a place on the map where bandits could meet, since being bandits, in unselected capital cities welcome
I think there is a similar system in Albion online if I'm not mistaken, there's a faction of mercenaries and bandits there, with smuggling and murder jobs something like that, there's even a black market, someone correct me if I'm wrong.
If developers do something similar, it would be nice.
I can totally see a system like that, but while being a mercenary you won't have access to the capital cities and you will be unfriendly with all factions :)
You can have an island of some sort or small camps/outposts around the world where you can rest and use some needed NPCs, but that's all. There must be restrictions or everyone will go mercenary mode and won't do anything else.
Maybe you won't be able to go in raids and dungeons while you are in that mode, or a workaround would be to party up with other mercenaries.
It's interesting for sure, and it can go well with the Bounty system that we think of implementing.
The first example that I can think of is: You kill 500 players in mercenary mode, and a Bounty is published for your head with X amount of gold reward. People get the job and hunt for you.
