I don't like the boosting communities as well, I personally want to achieve everything on my own and to be a fully capable part of my team/guild by knowing the mechanics and etc.
But If we have to be completely honest, they are not doing anything illegal, they are offering a service for in-game gold. The problem with WoW is that you can buy the token with real money, trade it for in-game gold, and pay the boosting community to boost you, which makes it pay-to-win in the end.
If you don't have an option to buy gold with real money, or buy stuff that then can be traded for in-game gold, the amount you are paying will be legally earned by you.
In that case I don't think boosting communities will be a thing, because if let's say they want 1mil gold, and you can't buy it but have to grind it, you will have to play for a veeeeery long time to gather that much gold. No one will play 6 months in order to pay a boosting community the amount needed to get him through a dungeon, you will make the dungeon on your own for that much time.
No direct option to buy gold = can't pay the boosting community immediately = no soil for those communities.
That is my personal point of view.
